So, what should you do when the insurance adjuster asks you if you "agree" to their lower estimate, just so they can send payment?

Don't agree with anything before the build. Before the build is just an estimate and a hypothetical. You won't know what the job will actually take until you build it. Hopefully many contractors will gain value from this short segment.
